The California Public Utilities Commission has suspended all splits and overlays in order to study the effect of new number pooling efforts. However, some voices, including within the Commission, feel that it is unwise to impose the current draconian rationing measures with little if any provision for making new numbering resources available. Although backup split plans have been drafted for some areas, no mechanism for activating them has been approved. The 310/424 area, which was to have been the first overlay, now appears likely to be the first of the reborn splits to take place. The portion of 310 south of LAX Airport and the Imperial Highway/I-105, will split to the new 424 area code.
Illinois is in a similar situation. The overlays shown above for the greater Chicago area have been deferred, pending analysis of number pooling efforts. However, if any of the affected areas runs out of numbers, the overlay can be activated on an abbreviated timetable. Planning is also underway for a backup overlay plan for the 815 area code. The 847 area code was declared to be exhausted (no prefixes available for assignment) in January 2001, setting in motion a chain of events likely to activate the 224 overlay in May or June 2001.
The state of Michigan finally settled its jurisdictional issues by passing a law explicitly granting the PSC oversight of area code issues. The overlays planned for the Detroit area were cancelled, but the 810/586 relief plan has now been reborn as a geographic split. The 517/989 split was postponed twice, but appears to be on track to happen in April 2001.
